MEET PHYLLIS 

Experienced Leadership: Delivering Results for the Community of Urbana for Over Two Decades
Phyllis D. Clark

Trailblazer:

Phyllis D. Clark was first elected to the office of City Clerk in April of 1993. She assumed her duties as City Clerk in May of 1993. Phyllis is the first African-American in the history of the City of Urbana to hold the position of City Clerk.​ She went on to become the first African-American president of the Municipal Clerks of Illinois.

Recognized for Experience & Excellence:

Phyllis served as District VI Director of the Municipal Clerks of Illinois and president of the Central Illinois Municipal Clerks. She later served as president of the Municipal Clerks of Illinois.

Phyllis earned the prestigious designation of Master Municipal Clerk by the International Institute of Municipal Clerks for her continued training in municipal excellence, community involvement and leadership quality.​ She was also awarded the Illion Crable Municipal Clerks Member of the Year Award.

A Proven Leader:

The City of Urbana has evolved significantly over the last two decades, and Phyllis Clark has led the City Clerk's office through every phase. She has built relationships and partnerships with other local leaders as well as leaders throughout Champaign County and the state of Illinois. Through her leadership within the regional and state Municipal Clerks, she shares best practices with other communities, stays abreast of new legislation, and continually implements innovative ideas to provide Urbana residents with the best service possible.

Public Servant:

Phyllis serves the community of Urbana and Champaign County both professionally and personally. A woman of deep faith, she is a devoted member of Mt. Olive Missionary Baptist Church, where she serves on the Board of Trustees, chairs the Culinary Committee, and is a member of the committee to rebuild the church's sanctuary that was lost to fire two years ago. She has served on numerous committees and boards for the school district. Phyllis also served as a member of the Concerned Citizens for Quality Education focus group. Additionally, she served as Chairperson of the Board of Directors of Champaign County Health Care Consumers. These are just a few of her many community contributions over the last three decades. 

Wife, Mother & Grandmother:

The passion and commitment Phyllis demonstrates professionally extends just as much, if not more, to  caring for her family. Like many professional women, she has balanced work and family with grace and diligence.  Phyllis is the wife of Lee Clark.  She has three children and eight grandchildren.
